A purchase can meet every disclosed campaign condition while its award still awaits an authorized release decision. Qualification establishes the customer’s purchase result. Approval establishes that the responsible program process has authorized the next operational step for that award.

Keeping those findings separate helps the team explain what has actually happened. It also prevents a correct eligibility result from being treated as permission to submit value when another release prerequisite remains unresolved.

Confirm qualification evidence is complete

Begin with a qualification record that names the offer version and the conditions evaluated. The release approver should be able to see what was established without repeating every earlier investigation. Missing purchase evidence belongs back with its owner; it should not be disguised as a discretionary approval choice.

For a hypothetical award, AW-501 is linked to order O-2501. The eligibility team has confirmed payment, the selected product condition, the relevant campaign timing, and the required completion event. No unresolved purchase condition remains in the reviewed record.

That supports a Qualified finding. It does not establish that the recipient has completed every required program step, that funding is ready for release, or that the current reviewer has authority to approve the award. Those questions may be distinct prerequisites under the actual program.

Identify release prerequisites and authority

Use an approval form with separate fields for qualification and authorization. The following completed example illustrates a case ready for an authorized decision; the field names are original and do not describe a particular vendor API.

The form should distinguish an evidence reference from a conclusion someone copied from another case. FR-88 must apply to the relevant program and release scope. RP-18 must concern the intended recipient. An apparently complete form is not useful if its references belong to unrelated records.

Authority should be checked against the program’s existing policy. This article does not design a new delegation framework or decide approval limits. It applies the authority already assigned. If the reviewer lacks authority for the case, the next step is to route it to an authorized approver, not to infer permission from access to the screen.

The amount field should point to the approved calculation. Recomputing reward arithmetic ad hoc during release can create differences from the customer’s offer or earlier review. If the calculation appears wrong, record an exception and return it to the appropriate owner before approval.

Record approval independently of the purchase result

A filled approval note might read: “Qualification reference QR-701 supports all purchase conditions for AW-501 under offer RB-RELEASE-18. Required release prerequisites are confirmed by the listed records. The authorized approver approves the $25 award for the next permitted provider handoff. This decision does not state that issuance or recipient delivery has occurred.”

If a prerequisite is missing, preserve the qualification result and record the release hold. For example: “Purchase qualification remains complete. Release approval is pending because the required recipient step has not been confirmed. Recipient operations owns the missing prerequisite.” This prevents the customer’s valid purchase finding from being mislabeled as ineligible.

The approval record should include the decision time and the evidence version reviewed. Some facts can change between approval and handoff. A later return or recipient correction may require the focused pre-batch revalidation, rather than a full restart of the qualification process or blind reliance on an old approval.

A difficult case is pressure to release a qualified award while funding confirmation is still expected. An expected transfer is not the same as the prerequisite defined by the program. The approver should use the actual release rule and record any permitted exception through the correct authority, without inventing an automatic funding guarantee.

Another case is an approver discovering that the customer-facing promise appears broader than the internal qualification rule. That is a promise conflict requiring authorized interpretation. The release step should not quietly rewrite the customer offer, and it should not approve a case based on evidence it knows may have been evaluated against the wrong condition.

Finally, avoid making the approval form a second generic launch checklist. The case already exists and has a defined purchase result. The form should answer the specific remaining question: may this award, for this amount and recipient context, proceed through the next approved operational action now?

The completed record separates qualification, prerequisites, authority, and the decision itself. That gives operations a clear release instruction while keeping the customer’s purchase finding accurate and avoiding an unsupported leap from Qualified to Issued.
